Painters at my home used a product they called Tyvek tape to adhere to stone and rock surfaces. It is extremely sticky and works well over light dust. Regardless of the availability of professional painters supplies, that is a terrible paint job in the photo.

The latter. The buildings on the right are constructed under a shelf of rock - on the left, they’ve built up to meet that shelf.
