So in my experience (from Onenote) there are three settings that can be toggled: "Experiences that analyze your content", "Experiences that download online content", and "All connected experiences". This is a bit confusing, since the third one seems like it should include the other two. Toggling off the third one will also make the two others grayed out, but it will also make it impossible to sync with Onedrive and will add a persistent yellow banner to the top of the window helpfully reminding you that you've turned off online services and as a result some experiences won't be available to you. The banner cannot be clicked away.
