Depends on how the site is written to handle it. There's plenty of shopping carts, for instance, that do this. Other stuff, too. Here's a discussion of how it can be done with PHP on the server side. There's other options, as well.

You can use server side session tracking to maintain cookie choices short term. Some sites do.

As concerned as most christians seem to be with punishment of those doing some imagined wrong or another, wouldn't that sort of mean they're following in their supposed satan's ways and tenets.

Public services - Very high risk
The public services sector carries high corruption risks for businesses. Companies are likely to encounter red tape, petty corruption, bribery and facilitation payments when dealing with India's public administration (GCR 2016-2017, ES 2014). India's economy continues to face constraints in the form of conflicting rules and a complex bureaucratic system with broad discretionary powers (ICS 2016). Businesses find the government's bureaucracy to be inefficient and rather burdensome, and report that bribes are often exchanged when applying for public utilities (GCR 2016-2017). Facilitation payments to expedite public services, such as police protection, water supply, and government assistance are also common (HRR 2016). Likewise, more than a quarter of companies expect to offer gifts or make irregular payments to government officials when applying for an operating license, while more than half of companies expect the same when obtaining a water or electrical connection (ES 2014). On a more positive note, the computerization of some public offices has reduced facilitation payments common in physical encounters with public officials.


Hopefully these funds end up used for the betterment of the people, as intended. Projects like this are so important, especially with local population trends in mind. Done right this could be transformative....

They won't be happy about it. You are right, they should be. But, they don't have that kind of perspective.

Being rich isn't about money, it's about ego. They think they could solve this with better outcomes and efficiency themselves, even though they will never actually do it.

It's why union busting is so popular from otherwise "good" companies run by "socially minded" executives. It's why companies will continue to amass wealth to the point where it negatively effects customers ability to purchase their products. It's why rich individuals continue to amass wealth when it doesn't really improve their quality of life, they could just stop working.

Because to them it's just a contest. They just need to show they are better than someone else; first one person, then another, then another, real world outcomes and everyone else be damned. They will take it as far as they're allowed until no one is left and everyone's lives and the planet are catastrophically ruined.
