dukk, It’s surprisingly possible (and easy) too… a little bit of tinkering with X11’s compositor API would probably do the trick.

You could do it in Wayland, too, it’s just that every single Wayland app would have to re-implement the rotation and rendering themselves.
AVincentInSpace, Wayfire seems perfectly capable of rotating apps without them being aware of it
