You pointed out the solution: nobody should be allowed to keeep a dog unless they can prove they know how to correctly train and keep a dog. If the owners are the problem, the owners should be held accountable.

Well, as long as we cannot be sure whether a dog owner has done their duty and properly trained the dog, we can never be sure whether a stranger’s dog is well trained or a purpously-trained killing machine. Or anything in between.

Rough translation: Being consequent means also following the wrong path to the end.

It’s used for people or organisations that tend to stick to a decision to the end, even if that decision was obviously flawed. E.g. sticking to extremely stick to a regulation even if it’s outdated/was dumb from the beginning. Corporate password policies are a good example.

The man in power won't be giving it up voluntarily. So you join the revolution, and follow a charismatic leader into a civil war. You win and in the end you find out, you have been backing Napoleon and now he's the one chopping off heads.
