Vimms lair is a good choice, though i don’t think they’re in .chd by default, rather just .iso, or a compressed .iso format. It’s highly consistent in naming conventions, and has a pretty damn near full collection. Main downside is limited downloading speed, and no concurrent downloads, but if you’re just looking to download games you’re interested in and not every ps1 game, it should be fine
The big issue is that the console companies are generally more active in targeting people on more active consoles, and are incredibly strict if you’re caught cheating. Just being connected to psn on a hacked ps3 runs you a very real risk of getting an account ban. I can only imagine they’re far more active in banning ps4/ps5 users who are running hacked firmware. And Idk if there’s been any major hacks on the Xbox side of things.
As a side note, if you want to see a cluster fuck of every hack and cheat imaginable, hit up the original splatoon servers on Wii u. It’s honestly completely insane how much people have broken it
Really the only things I’m seeing in the settings that could get you a few frames are lowering the resolution, and turning shadows down further. Beyond that, the answer is “buy a new computer”. The i7 3770 is by no means an impressive processor, and you’re putting double duty on it since you don’t have a dedicated graphics card.
You’re also underclocked compared to the published specs, so I assume you’re in a laptop where heat is a major bottleneck as well?
Use the official Microsoft tool that makes installation media. From there, you can leave it unactivated, purchase a key, or use MAS or whatever it’s called to activate for free
Theoretically (assuming it’s an android) you could use an old phone. I know both mullvad and Proton have vpn clients for Android, and libretorrent works well. And you could plug in an external USB drive for more storage. And then use something like a Chromecast to send things to your tv

Regarding overleveling, I always just compulsively switch train my weakest pokemon, even or my first runs. It’s really just something you have to get used to.
